This looks like the work of Barry Blitt, who did the one with the animals presiding over a hearing that Bill titled “I Swear This Confuses Me”.
It’s obvious: the democrats think the republicans are ailing and they want to help them recover so they can continue to make the American people think there are two opposing parties, and both aren’t in the pocket of rich crooks.
Or it’s that men should lose weight and get checked for prostate cancer. By a donkey.
