The first three panels I read like Dan W's first explanation, and the fourth panel fits with his second explanation. It's almost like the comic changes focus from the third panel to the last panel. The first is sympathizing with the feeling of hatred, i.e. they are similar levels of hate. The second is more an understanding of the CAUSE of the hatred. I think #2 is the better interpretation.
