The grown-up is saying "not why now" because he doesn't care why the kid is doing it now, just why he wants to at all, ever. Unfortunately, the kid didn't sound as if he was saying "because this is as short as I'm gonna get, might as well do it now," but as if he was saying "growing my hair out might pull my head and butt closer together": he doesn't even mention getting taller, just that his head and butt aren't getting closer to one another, which means the problem is ... getting his head and butt closer to each other?
