The kid realizes that as he gets older, he is going to get taller. Therefore, growing hair down to his butt now will be easier now than it will be five years from now, or ten, when he’s taller and there’s more space between his head and his back. The (principal? teacher?) gets that, but wonders why anyone would want butt-length hair in the first place.

I think Kate C has it, though the comic phrases it really badly. The grown-up is saying “not why now” because he doesn’t care why the kid is doing it now, just why he wants to at all, ever.
Unfortunately, the kid didn’t sound as if he was saying “because this is as short as I’m gonna get, might as well do it now,” but as if he was saying “growing my hair out might pull my head and butt closer together”: he doesn’t even mention getting taller, just that his head and butt aren’t getting closer to one another, which means the problem is … getting his head and butt closer to each other? And the solution is stitching his head to his butt with a long rope of hair?
At least, that’s how I first read it. But that’s wrong and Kate C is right.

Reminds me of when my mom would get irked that people weren’t coming to the dinner table fast enough, she’d yell, “Come and get it, it’s not getting any colder!” Or something like that.
