He re-formed himself - that is to say, having been in one form, he contorted (”twist, wrench, or bend severely out of shape”) himself into another form. Had he been a transformer, he would have re-configured himself - into, for example, a John Deere farm tractor.

The guy is a Republican/Libertarian/Free-marketer and one seeing mention of reform, he immediately thinks of health care reform and does what those tiypes always do when the topic comes up: He shoves his head up his butt. Hence the contortions.

A version of unclear on the concept. I think he reformed himself. He turned himself around upside-down and he is a new version of himself - reformed. Doesn’t seem to be much more there than that.
