I believe the joke is either that the truck went around more than once, but it only looks like one cycle, or that the kids were supposed to be backwards, but the artist forgot the truck was also drawn backwards. Giving all three "normal" eyes to start out with would have helped. Thanks to Gg83 for pointing out the "MOOV", which I missed entirely the first time around.
