State workers in Pennsylvania are getting empty pay envelopes for July — not because the state’s run out of money, like California, but because the Legislature hasn’t managed to agree on a 2009-2010 budget and therefore the funds aren’t available.
I’m curious whether they somehow found the money to air condition the State Capitol building; because I’m thinking 303 legislators, no windows, mid-July, suddenly getting the job done is going to seem a lot more urgent to them.

Just wondering… Will there be any editorial cartoons about Walter Cronkite’s passing that don’t include the phrase “And that’s the way it was”?
