They are probably patches covering holes in her shirt over her breasts. This would be similar to a man flashing somebody by pulling down his zipper and not wearing underwear.
@Bearman: I always did think that the pun between Chip and Dale and the Chippendales was rather unfortunate. This may or may not be the result of somebody "borrowing" and "doctoring" a name thought up by somebody else.
