Pretty much. Additionally, this is probably one of the more dissonant ways to sell R-rated activities to children in a G-rated package, which Disney is occasionally accused of.

Mardi Gras tends to get a lot of bad press about what goes on at some
of the parades. Girls flashing their breasts to get beads comes to mind.
I think the woman is flashing her Mickey t-shirt. It appears to be a t-shirt
and not a tattoo.

Disney does have two New Orleans themed resorts in Florida.
Port Orleans - Riverside
Port Orleans - French Quarter
Both located in the Epcot and Downtown Disney area.
And they used to have some kind of Mardi Gras celibration at Pleasure Island.

Club 33 is a secret club in Disneyland, located at 33 Royal Street in New Orleans Sq. This is the only place you can get alcohol in Disneyland. Sadly, they do not serve Caesars.
Now just imagine they use New Orleans Square as the heart of Mardi Gras Resort. It starts innocently enough, with the ladies getting beads for their Mickey Mouse stuff, but soon enough the ladies get invited into Club 33 and get tanked, the guys get tanked and before you know it, there are naked boobies all over Disneyland.

CIDU Bill, you more or less got it. She’s flashing her t-shirt, which has Mickey’s ears over her breasts. It looks like the Mardi Gras activity and still attracts attention to the same chestal area, but she’s clothed.

@everybody: It appears as though the woman is grabbing the Mickey Mouse ears and getting ready to pull them down. They are probably patches covering holes in her shirt over her breasts. This would be similar to a man flashing somebody by pulling down his zipper and not wearing underwear.
@Bearman: I always did think that the pun between Chip and Dale and the Chippendales was rather unfortunate. This may or may not be the result of somebody “borrowing” and “doctoring” a name thought up by somebody else.
P.S. I always wear underwear. If you have read one of my past posts, you know why!

Chip and Dale were there a few decades before the “Chippendales”, but there’s no doubt that their name (Chip and Dale) is a pun on the name “Chippendale”, most likely for the well-known 18th-century English furniture maker Thomas Chippendale. I have no idea where the dancers got their name from, but I wouldn’t be surprised if it was intended as a reference to the same furniture maker, whose the historically best-known person of that name.

I have a friend who worked at Disney theme park and said a couple of ladies were kicked out of the park one day for wearing Mickey-shaped pasties (covering roughly the same area as the Mickey in the cartoon).

In the 1920’s there was a fairly-well-known vaudeville act called “Smith & Dale”. So “Chip & Dale” is clever for three reasons: Chip was a chipmunk, it sounds like “Smith & Dale” and it sounds like “Chippendale”.

Heh, I didn’t think about that. For a while Disney had someone checking
the pictures but I believe that practice has been stopped due to budget
cuts.
