Yes, it’s a euphemism for what you might think it is. GIYF, for instance:

Arthur, I assumed it was some sort of masturbation joke. But it doesn’t seem like a very common phrase. A Google search for “waxing the porpoise” (in quotation marks) turns up only three hits (of which your link is one):

WW: That’s the search I used.
It’s a reasonably safe bet that any unfamiliar phrase of the form
(verb)ing the (optional adjective) (noun)
is a euphemism for some sexual act.

“Waxing my dolphin” is far more popular with 175 hits.

Still far less common a term than that old Remote Control game of Beat The Bishop.

It’s most likely “polishing the porpoise” - allitterationor rhyme is par for the course.

Well, well, well - I learn a new one every day.

You only have to look at the expression on the porpoise to know it’s not an accident.

Well, “polishing the porpoise” gets a whopping 9 hits, so despite the alliteration, “waxing” seems the more popular approach.
But polishing leads (in a roundabout way) to the rather disturbing Masturbate-a-thon:

Where one learns that a certain Mr. Sato holds the men’s world’s record at 9 hours and 58 minutes. Don’t even ask about the distance record…

Any relation to the Sato from the previous comic?
Frosted Donut Jun 9th 2009 at 10:51 am 10
It does add another dimension, doesn’t it?

Sometimes I think any phrase of the form “verbing the noun” refers to masturbation.
Including “verbing the noun”.

Reading the blog?
Typing the words?
Eating my lunch?
Pardon, I think I’d better go - I’m getting a little too excited.

Wasn’t “flogging the dolphin” used in the movie “There’s Something About Mary?”
Keera Jun 9th 2009 at 04:16 pm 14
Man, am I glad I’m over 18!
Sal Jun 9th 2009 at 04:29 pm 15
golfing the dolphin, waxing his carrot, not really an Arlo though.
CIDU Bill Jun 9th 2009 at 04:31 pm 16
The comic might not be, Sal, but the comments certainly are.

This phrase or something close to it was used on the Colbert Report tonight.
