Anjou, I cannot help but retract the position of minimizing doubts over denials that your statement that it is not the case has been rebutted, if not conclusively refuted.

Sorry to comment on this so late (only just discovered this blog) but it is not the case that the trash-collectors are 'switching' their customers from weekly to fortnightly collection - i.e. they are only bothering to collect the garbage half as often and cutting down on their work-load (presumably without the support of their superiors)

The 'You' can't implies that it is not the case they it is a decision of the householder, it is their choice of schedule.

In some places, homeowners have to pay a bill directly to the city or a private company for trash collection. I think garbage man is saying that some customers have been cutting back on their service to save money, but is not offering that option to the Flagstons because of the amount of garbage they produce.

I actually had to think about this one because it wouldn't make sense where I live...trash collection is payed for by taxes, and every house is limited to one (city-issued) can per week.

Abercrombie and Fitch (the garbage collectors) would lose out on working hours, even if Hi and Lois produce the same amount of trash, so they're threatening him if he tries switching to bi-weekly service.

Maybe the other people aren't cutting back two twice a month to save money on trash men, but are only putting out trash twice a month because they're cutting back on all their trash-generating consumerism.

...and what city lets garbage collectors go to work looking like pipe-smoking hobos?

Off-topic, but... Thursday's Crankshaft convinces me that this site needs a "Google Earth does NOT work that way" tag.

No, it's just that the Flagstons, being a family of six plus a dog produce too much garbage to cut back to twice a month pickup.

I don't think the "You can't" is literal in the sense that he has too much garbage, or his HMA won't allow it. I think the "You can't" is a threat. As in "Blond trash collector talks too much, we need the work, you best not cut back your service, or Scruffy'll cut you."

I agree with you John, however, the punchline might also refer to the first panel. When one of the collectors says, ". . . Everyone is cutting back." If some customers are only putting their garbage out every other week, the collectors might not get paid as much, whether it be from less pickups, or less garbage. While it will save the customers money, it may cost the collectors. They may be attempting to make sure Hi puts his trash out every week to ensure a fuller paycheck.
