The woman isn't looking directly at him, she's looking towards his crotch. At first I thought the joke was that he's talking to an invisible person on the couch, who, despite having the superhero talent of invisibility, doesn't have the rest of the superhero abilities needed to be president. I guess my brain emphasized the "Boy..." as addressing a particular person, instead of being a synonym for "Gosh..." Badly drawn cartoon even if it were topical. When one person's speaking directly to another, they should be looking at each other. Instead they're both sort of looking down at the empty space on the couch. Who is the man talking to? He had such a good Dan Qualye joke (or so he thought) that he went through a tortured setup just to keep it in his act after Dan was no longer veep.
