It's not Cheney in a wheelchair, it's Cheney refusing to leave the White House voluntarily so he's been picked up, chair and all, and dollied out the door. (I could see that happening.) The fact that the cartoon looks so much like the eventual reality is really striking and more than a bit amusing, though.
