I think the black and white just makes it hard to see that Boyd is a brunette like Sarah Palin. He’s dressed as Sarah Palin dressed as Marie Antoinette.
Marie Antoinette has been incorrectly quoted as saying, “Then let them eat cake!” when advisors informed her that her people could barely scrounge up some bread to eat.

As “let them eat cake” is demonstrative of Marie Antoinette’s ignorance of the suffering of the French commoners, I believe the intent is to show that Sarah Palin is similarly distanced from the average working-class American citizen. The comic is not so much a traditional gag, but more of a “let’s make fun of a prominent political figure because it’s election time again” sort of thing.

Oh, and Boyd is a guy - Lila’s gay best friend. They’re going trolling for men together.
And I agree, without the glasses this lame political joke is even worse - no one would ever guess that’s what he’s supposed to be.

Those glasses are almost impossible to see, at least without blowing it up 200%. Without them, there is no joke..
