Usually the comment box is found at the entrance to or exit from a restaurant, with the restaurant management asking how their staff is doing in serving their patrons.
In this case, the patrons have set out a comment box, asking how they’re doing in being served.
Just a little chuckle.

Some wait staff will come by and annoyingly ask, “How are we doing?”
Also, they’re sitting in a banquette, which at least used to be fairly common in fancy-shmancy restaurants.

Hmm, I hadn’t noticed the couch at first. I thought it was a booth, but it does look really out of place now.
“How are we doing?” is a common phrase, but it’s usually on a little card or piece of paper and has a ready-made survey to fill out. In this case, the phrase is on the comment box instead and the two patrons have filled out quite a stack already. The woman also appears to be eying the main character pretty intently, which usually isn’t good if the customer has a stack of comments about you. Sometimes it’s paranoia; sometimes it’s assessing the situation.

ok, now assume that this comment box *was* at the entrance or exit, but those two patrons took it to their table by themselves ? that’s explain the look of the waitress …

In Philadelphia there’s a chain of Cosi’s cafes and they all have at least one of these humpbacked couches …. for “atmosphere?”
The large pile of forms to the left of the box doesn’t bode well - like they are expecting quite a bit of dialog. Plus the guy looks like he’s chewing gravel. The waitress definitely looks worried….as well she should…serving gravel is pretty much a guarantee for a bad critique.

It does look like a sofa, but the official term is “banquette”. Not that it matters much, but they’re at least common-enough to have a name.

By the way - if the customers are half as worried/scared as they look and are insecure-enough to have that box, they should just stay home.
This strip might have elicited a chuckle from me with better artwork - the strange Betty Boop head on the waitress makes me feel I’m missing something, and the worried look on the waitress’s face really perplexes me. If she was their waitress, then she would’ve seen the box when she took their order and served their food. If she’s NOT their waitress, then she shouldn’t be worried - but she still would’ve probably already seen their box in the previous 20-30 minutes they’ve already been there and wouldn’t have to look back over her shoulder to see it. Note to waitresses carrying hot food in a busy restaurant - please look where you’re walking! Note to cartoonist - the same strip simply *without* the waitress might have actually made me smile.

OK - I looked up Tina’s Groove, so I see that the bobbleheaded waitress is Tina so she has to be in every strip. It still would’ve been less distracting if she and the customers were in a more similar drawing style and she didn’t look as worried. The reason I looked this strip up was to see if someone had hacked into the strip’s website and pasted in a random character to screw with our heads. I’m just saying. Now I’m just getting back to work. ; )

I think it’s that the customers are carefully watching their server to see how she’s doing (obsessively so) — they’re taking their job of filling out the comment card very seriously. Note their wide-eyed staring and how it’s making the server look a bit paranoid.

The comment box is definitely for comments about the customers. Those are not filled-out comment sheets but blank ones — see the quill pen?

OK, so looking closer, it’s not a quill, but it’s still a pen. =)
