I’m lost, too. Is the gag that the dog is white, and therefore invisible in the snow? But the dog’s head appears to be poking out above the surface of the snowfall, so why else couldn’t he see her? Unless the man is on top of a snowdrift or small hill…

Why isn’t the dog moving? That’s not right. (My dogs treat snow as either torture or fun, so there is much movement - not that they can be buried by flurries that don’t stick!)
I’m lost - she’s right under his nose and he’s going in the wrong direction? Ha?
And why isn’t she moving? Maybe the snow is too heavy, but then how she’d get there? And if she’s stuck, why no yelps?

I think the joke is that the snow is so high he doesn’t know his dog is right there. The logistics of how the snow would be formed into such a cliff (or how the man can walk through snow that’s chest-high or how his dog got all the way down to the bottom of the drift) don’t apply, because Bliss is a New Yorker cartoonist.
Has Seinfeld taught us nothing?

Yeah, see I immediately thought it was Inspector Gadget, whose niece/sidekick’s name is Penny (the dog down there would be Brain).. and that the snow is so high he had to use his Gadget-legs to walk the dog.
Silly, but possible?? probably not.

She turns up like a bad Penny? A Penny saved is a Penny earned?

OK, they both obviously live in my township and have just shoveled out their driveway from the last pass by the snowplows. Penny, curious pup she is, frolicked in the snow as the plow pasese Dorkas, burying both of them. Dorkas must work fast, save Penny, reshovel his drive and get out of the way, becasue HERE COME THE PLOWS AGAIN!

Every time it rains, it rains pennies from heaven.
But when it snows, it just covers Penny.

And it’s worth remembering that Bliss is mean as often as it’s humorous.

Take a Penny, leave a Penny. Obviously, he will have to leave Penny, lest he freeze to death in this horrible blizzard.

Well, if it’s not just the simple joke of white dog showing up as just an outline and dots and thus blending in, then I’m kind of stumped!
This is one of those jokes that should go in the category “Comics that have far funnier comments than the joke of the comic” if such a group were to be created. … Nah, seems a little insulting now that I read it.

For what it’s worth, my second dog would burrow through the snow if it was deep enough and fluffy enough. If the conditions were right, it was like watching a Bugs Bunny carton, with this ridge rising along the surface of the snow and no dog in sight. He also occasionally came popping out the side of a drift, looking just like Penny does.

Bliss is never humorous. Never. Family Circus is funnier than Bliss. Marmaduke too. Maybe even Mary Worth.

Bliss seems to aim at “droll humor”. Not his best work..
