    Possibly a comment on people talking on cell phones in very public places. You know–the person he’s talking to is on a train, but he/she can’t talk because there’s no one in the train car to annoy.

    It looks like he’s talking into a shoe. And the hand down the pants on a park bench is an utter mystery to me.

    I think that Susan T-O is right. I don’t think it’s supposed to be lewd, the artist is just a horrific drawer.

    Clearly he’s just insane, because he’s talking into a hand grenade! But it’s OK… I see he hasn’t pulled the pin yet.

    Well, he appears to be pulling an Al Bundy in the middle of a park! No, that wasn’t meant to be a euphemism. Married With Children got away from it on regular TV all the time, so why shouldn’t Reader’s Digest as long as that really is just his thumb?

    As for the joke, it’s another case of people seeming to be annoying on purpose. The other person can’t talk if the train car is empty, only if there are enough people around to annoy. It probably would have made more sense with the corresponding article, but ultimately the same joke as the recent headphones comic, “Cutaway View”.
